Muldoon is one of the leaders of the Neighborhood Watch scheme, but is more of a hinderance than a help when the Bundys and the Rhoadeses are robbed. He appears to take a very militant approach to defending his own property, and seems to feel that those who 'allow themselves' to be stolen from at least partially deserve what they get.
Muldoon appears in "But I Didn't Shoot the Deputy", and is played by Thomas Hill.
